Problem specifying a frame for a chapter's beginning

I seem to have a problem making a specific frame the beginning of another chatper. I currently have DVD MovieFactory 3.0 and I am only able to set certain frames as a new chapter. For instance, I would be able to set 0.18 and 0.49 as a new chapter but I would not be able to set 0.38 as a new chapter. Any suggestions?

Do you mean because the frame you want is not an I-Frame

You will only be able to set chapters on I-Frames.
