Why is there no link on the main page to ask a Question?

From the main index page:-

The second panel marked Popular Products there is a list of the most used forums.
Selecting any of these will allow you to ask a question, you don’t say which forum you are interested in?
To the top left of each forum is the link New Topic.
Your first two posts will be vetted by one of the forums moderators, then approved.
After which you will be allowed to post with out any vetting procedure.
And that is the reason why there was a delay in viewing this post.
