strok style
I' m trying to use the "stroked style" to create an outline of the selected shape in the foreground color, but I can't seem to find "stroked" under "style". What am I missing?

I think that stroking is a term used in Photoshop and can be used to make two color letters that are much easier in Paintshop Pro. However if you want to take a shape and put a coloured outline around it there are a number of ways. You can use the Layer styles to create an Outer Glow.
Or with the shape selected create a new layer fill it with the required colour. move that layer below the shape and merge the layers. Then Selections > Modify > Expand by the number of pixels you want for your outline , invert selection and delete and then selections none. This leaves you with your original shape surrounded by the coloured border you wanted against a transparent background.

Thanks. I'll give that a try. I am trying to create a colored ring that I can use to highlight items by moving the ring (circle) over the item.

Thanks that gives much more information about the purpose. Only other thing missing is the PSP version.
Knowing what you wanted , this is what I did in X4.
1. Created a new transparent document 1000 x 1000 (you can change that depending on the size circle you require.
2. View > Rulers, View > Guides
3. Drag a horizontal guide down onto the canvas and a vertical guide across. Right click the guide marker and type the half way value (500) and repeat for the other guide. You now have the guides intersecting at the centre.
4. Selections (shortcut S) and Selection Type Circle, Mode Add. Position the cursor on the centre and drag out to make a circle as large as you require.
5. Flood fill with white or black.
6. Selections > Modify > Contract and set the number of pixels to get the thickness you want between the selection marquee and the white/ black boundary. Hit delete key and then do Selections > None.
This leaves you with a white or black circle on a transparent background.
You can save this as a png or convert it to a picture tube or a custom brush so it can be used and reused anytime you want or as many times as you want.
Now with the ring on your canvas, use the magic wand to select the ring and flood fill it with any color, gradient or pattern to get your coloured ring. Do a Selections > None and it can then be copied and pasted to another image to highlight something eg an item in a catalog. You can also use the Pick tool to move it around, change its size, distort it to make it fit the item.

My simplest trick is this:
- with the magic wand, select outside of the object
- Selection > Modify > Select Selection Border and choose outside and a value you want.
- add a new layer and fill that selection the color you want.
