Can I have one video track with 4 different languages which can be authored to buttons so that a viewer can choose the language with which to view the video?

Yes. You need to assign the tracks for your buttons in the options panel.

Yes, provided you have the full version. The Express version is limited to 2 soundtracks and 2 sub-title tracks.
