in the BW-forums.com group there are a series of tutorials one of which (#73) does something lke this to make a frame for a picture to make it look like the picture was curled upward from the desktop. It involved using the Rectangle tool (grouped with the preset shapes ) and making a vector rectangle showing the nodes and then converting the rectangle to a path. The pen tool was then used in Edit mode to select a node and make it curve before or curve after . Then the line could beshaped into a curve leaving the vertical line as straight.

Select the Rectangle Tool. Ensure you have Show Nodes and Create on a Vector.
Choose a foreground/stroke colour with backgroung transparent.
Set a width for the outline.
Draw a vector rectangle.
Change to the Pen Tool, grab the top left or right corner node and pull into the centre. The lower part also shapes. Click Apply when done.
This will create a 'pill' shape with a curve on top and straight sides.
Convert the layer to a raster layer and proceed to apply effects.
