General volume change
Is there a way to change the volume of all clips in a timeline at the same time, without first rendering the video?

Unfortunately not, there is no options to setting audio levels to multiple clips, yes it would be a useful feature.
There is the option to Copy and Paste Attributes but that does not work for levels but does apply fades.

Once you're happy with all your various audio clips, transitions etc. then render just the audio track (called bouncing) via the share tab.
Use the .wav file render to avoid repeatedly compressing an already compressed audio file, then import the resulting 'bounced' track back into CVS, either on a spare track if you are a bit uncertain and want to retain your original audio clip tracks (which can later be muted by disabling those tracks using the 'eye' tab), or by just deleting them if you are confident that all's well, and replace them with your new bounced track.
This new single track can then be edited in any way you want - including adjusting its audio level
