Mosaic effect -> each tile one color

Hello,

I just joined, I have the following version: Corel paint shop pro photo x2 ultimate. Forgive me if I do not write well in English, but I will try to make it understandable.

I would like to know if it is possible, with my version or another, do these steps: - after reducing the number of colors in an image, by nColors, to, 256 colors, I would like to:
1) to create a mosaic effect, so that each tile corresponds to a different color
2) the tiles are numbered from 1 to max 256
3) to each number must match a color

This serves me, because then, after printing the picture with all the numbered tiles, I purchase from a manufacturer of ceramics, with 256 bags in a number of tiles of the same color, then the number of bags and respecting the layout pattern of colored tiles, I create the mosaic.

I hope to be able to make myself understood.

If you do this, the software that I have does not fit, you can suggest a suitable one?
