Installing Custom Picture Frames X6

Hello,
I have been trying to add my own custom picture frames to the program and I go through all the steps for the file location but the files are not there. They show up in the folders on the computer but when in picture frames in the program the file shows it's empty. what am I doing wrong?
here is the tutorial I used

And this is one of the file locations, C:\Users\Patches\Documents\Corel PaintShop Pro\16.0\Picture Frames.
Since that didnt work I tried my own > C:\Users\Patches\Documents\My PSP Picture Frames
The folders look empty when doing the file location process.
Any help is appreciated.

Are you restarting PSP after you install the Picture Frames?
Have you tried the 32 bit version of PSP vs the 64 bit version?

Yes, I have restarted it many times. And I haven't had a chance to try the 32 bit version yet. Then I thought maybe it was a file association thing so I marked all the file extensions. but they still don't show up :(
Really am getting frustrated with this.
Maybe a reinstall?
