How do you outline an object? let's say I have a solid black square on a transparent background and want to outline it with a red outline. thanx

Many ways of doing it.
One way:
1. Select your image (click its title bar) and left click on the layer thumbnail and drag it onto the empty workspace. (This will make a cropped copy of just the black square leaving no transparency and with that image selected- dark blue title bar.)
2. On the Menu bar choose Image > Add Border.
3. In the Add Borders dialog box, make sure Symmentrical is ticked and select the width of the border by typing in a value, or selecting any of Top, Left, Right, Bottom and rolling the mouse wheel.
4. Right click on the color rectangle and choose your new color red in this case and click OK. You will now have that black square with a red border.
5. Now left click your thumbnail and drag it onto the original image. This will provide two layers with the bordered square image centralised over your original black square -assuming it was also central.
6. Now left click the title of your original image to select it. THen Right click the top thumbnail and select Merge > Merge Down / Merge Visible and you will have your final result, a black square with a red border.
This will only work with a square or rectangular object.
If you wanted a border around a different shaped or even an irregular solid object, you could use a selection and then Invert selection , Flood Fill with color for border, Invert selection , Selection Modify, Expand the number of pixels for your border, Invert selection , delete and finish with a border around any solid object. You may need to feather to get soft edges or finish with a halo between the border and the object.
