Question on Layers

Hi!

I am a newbie.

I have a .GIF file that is an outline of the map pf the U.S. I also have another .GIF file that is the American flag.

I would like to fill the map with the American flag.

How do I do it?

No animation. Your second suggestion is exactly what I want to do. How Do I do it in PSP?

It's even simpler than what's shown in that video:
  • Copy your USA outline to the Clipboard.
  • Paste it in as a layer above your flag.
  • (Optional) Erase the lines to achieve the outline of the USA that you want. Here, I've erased the lines above the Great Lakes so that they will not be part of the final image:

  • Use the Magic Wand set to "Opacity" match mode, "Contiguous", and Anti-alias turned off to select the area outside the borders of the USA.
  • (Optional) Use Selections...Modify...Expand to bring the selection in a bit -- 1 or 2 pixels is about right.
  • Double-click on your background flag layer to change it to a normal (non-background) layer.
  • With that flag layer still selected, use the layers palette to add a mask, choosing "Hide Selected".
  • (Optional) Add a layer beneath your flag layer to hold any background you want to create.
The layers look like this:
