"Hue Up/Down" hue adjustment issue

"Hue Up/Down" hue adjustment issue: I can't seem to control the hue color. The Materials pallet seems to have no effect on the hue I paint. Please advise. Thank you.

That tool adjusts the HSL of the image itself, either up or down. The Materials Palette has no bearing on it.

Use the opacity setting for the brush to control how strongly the effect is applied.

If you want to set the hue to something specific, use the Change to Target brush and set the mode to Hue.
