OK . . . I have the "New Adjustment Layer Button" at the base of the Layers Window. It is there - no problem . . . But I want to have it at the TOP of the Layers Window where I have other Layer Commands, and I wish to have the "New Adjustment Layer Button" there too.

Open up the Customize dialog
View -> Customize
Then on the layers palette, click on the "New Adjustment Layer" button and drag it to the top of the Layers palette. Keep in mind the Layers Palette seems to have two sides. If you over-fill one side it'll overlap with the other unless the layers palette is wide enough. So, make sure you have room.

Ah!
