Background for a small picture

I'm making a photo slideshow using UDMF4 and the pictures I am using are very old making it not possible to completerly fill the screen.
Can I add a background so that the screen is completely filled? (example: a flowerisch background in case they are hippy pictures and no I am only 33 so I wasn't a hippy)

If not is it possible to change the background collor?
I hope someone can help cause I can't find it

You can use Photoimpact and enlarge the picture to 720x480 so that it fills the screen.
