Palette Transparency Not Working

I have some PNG files that were compressed using a service like: https://tinypng.com

The PNG file has a 256 color palette with 33 alpha values for the palette.

PSP shows all transparency as black, why is this?

The file look fine in browsers, Windows Photo Viewer etc

Using PSP X6 (64bit) on Windows 7 Ultimate (64bit)

Just tested that with a simple png on a transparent background and found the same. All transparent areas converted to black. This happened in all versions of PSP and even with Jasc PSP8. The original file before tinypng processing opened with normal transparency in all versions.

Go to Image - > Palette -> View Palette Transparency

I don't know why you have to do this but it worked for me. It doesn't get rid of the black of course, because the black area is considered the transparent color and you're just viewing it as transparent in the workspace.
