I've found VS9 is adequate for creating family record DVDs but with the demise of XP am getting a Windows 7 PC. Will I still be able to use VS9?

Very doubtful - - VS9 is a very very old version - it may be worth trying it it compatibility mode but it is impossible to say that every single function will work correctly .

There is the possibility of course that you may not be able to buy a PC with Windows 7 on - they seem to vanish from the stores overnight when a new version such as Windows 8 arrives - that would be even worse for VS9

There is no demise to XP, just a drop in support. Keep the XP pc just for doing your video editing if you don't want to spend a bit more on a new version..........
