Have you set the aspect ratio to 4:3 instead of 16:9?
Are you using a Custom profile for outputting the new video? Have you thought of using Share > Same As First Clip (if the first clip is 640 x 480)?

Yep I agree that the default 640 option seems to have disappeared.
Press the + symbol to set a new profile
640 x 480 is available if you use H264Main (Video Type) or lower compression.
If you set H.264 high the frame size starts at 720 x 480
MPEG-4 Files
24 bits, 640 x 480, 25 fps
Frame-based
H.264 Main Profile Video: 4000 Kbps
48000 Hz, 16 Bit, Stereo
MPEG AAC Audio: 256 Kbps

Am I using the aspect ratio to 4:3 instead of 16:9? Well of course I am because there's an easy to find little button right there on that section in Share and you just click it and bingo, right? (No, not right...)
Am I using a Custom Profile? Well of course I am because I was notified in advance by Corel that to do the SAME movie-making I was already doing I'd NEED Custom Profiles and Corel provided a Wizard so I could define those Custom Profiles, right? (No, not right...)
Anyway, it works now, by changing the compression.

BINGO! I had used + to make a new profile but missed the change-compression thingy... It works now.

Make Movie Templates Manager, (X7 Movie Profile Manager) is similar to using the Custom options in the way you set the properties.
Once done the template is always available adjacent to the Custom option.
