If I want to cut a portion of this file but I am using the custom option in corelvideo pro x7 what frame rate should I put 50 or 30 or 25

The process to cut or remove frames is done in the timelines.
Once you have removed those you then render the project/clip to a new video file.
There is an option under the File menu to Save Trimmed Video. (maybe your best option)
This should create a file using your original files properties. Providing Video Studio can read those correctly. The new file being saved to the “working folder” a thumbnail will be placed in the library.
The other option is via Share—You may be able to use Same as First Video, again rendering the clip using the same properties.
Whether you need to change the Frame Rate from 50fps depends on what you are intending to use the video for, if a DVD then it would use 25 fps.
As your video uses Pal standards you should not use 30fps.
The Custom option allows you to manage the render properties, allowing to choose other formats, what you use depends on what you are intending to make.
At the top there are options for Mpeg4, you should be able to add/create your own template should the default ones be unsuitable.
