I have been using PSP since 12 years but at some point I got stuck with version X2 because all the newer version did not come with any major differences for my purpose of using the system. So at the moment for my question I simply have to assume the behaviour I am struggling with is still the same in X6.
Basically when I make a selection of a part of the picture and then use the pick tool in order to resize, rotate or move the selected area, the selection is always converted into its own layer. I then have to somehow merge this again with its original layer and I am doing this every single time I am using the tool. So now I came to a point where I just have to find out, how can I please use the pick tool without the "promoted area" being converted into a separate layer?

It would help if you explained exactly what you are trying to do.
Are you trying to make a copy of part of the image the selection and then move resize that?
Are you trying to move resize the selection marquee?
Or are you wanting to make the selection and then resise that part of ther image (to leave background or transparency where the selected image no longer covers)?
Basically making a selection helps limit some effects adjustments to a certain area. It does not separate it from the rest of the image. This is why when you use the pick tool it makes a copy of the image to another layer so it can be moved independently of the rest of the background. This allows you to duplicate part of an image a plane, a bird and use to make a flock??

I made a video to explain what I do. You will see, I first do the task in paint.net and then in corel. While in paint.net my modification properly stays on one single layer, in corel the modification is done on a separate layer.

Short answer: No, can't do it.
Long answer:
I have used Paint.net, photoshop, gimp, and PaintShop Pro, and they all seem to handle it slightly differently. In Photoshop you have to use the transform command to resize and keep it on one layer. In the GIMP it will create a floating selection you can edit. In PSP, you have to first float the selection, then promote the selection to its own layer, then merge it back down.
For me, personally, I love PSP's way because it enforces flexibility in editing. However, I would not object to PSP allowing both methods.
In fact PSP can edit a floating selection, you just have to use the menu commands to do it. If you have a floating selection, and you select "Resize" from the menu. Turn off resizing all layers, it will let you resize the floating selection without promoting it. But this isn't as useful as actually editing it on canvas.
But if you so much as touch a selection with the pick tool, it promotes the selection to its own layer.
