Hey there,
I am trying to clean up a text document that was saved as a JPEG. It is black text on a white background, but there are lots of grey blotches and marks in it. Is there a way to force the "colors" with a threshold. Say anything above THIS level is WHITE and anything below THIS level is BLACK?

Yup, the Threshold command will do what you want.
Adjust -> Brightness & Contrast -> Threshold
