They asked me to turn off Panda Active Scan, but I couldn't find out how to turn it off so I uninstalled it. Also just uninstalled and reinstalled VSX7 but it's still the same.

Well at least they are trying to fix this, that has to be good.
Can you look to see if you have Internet plugins, unusual tool bars etc installed, Browser Manager, Browser Protect, Babylon have been known to cause problems.
check the installed Program and Features list.

I sent them all the info and files they requested to they could check my PC, at their request I updated a driver that needed it, reset all my IE, cleaned everything up etc etc and they still couldn't see what the problem was. They have now sent me links to all the free content which I've unzipped and installed.

That was one solution.
There maybe some updates to the download content, (i'll keep you in mind) I know that extra disc menu templates were lacking, however I have just looked and they now seem to be showing.
(Menu pack and Menu pack2) I wonder if they work for both 32bit and 64 bit versions. Hmmm
