I have finally identified which startup item has been causing the problem.
If I disable AMD Catalyst Control Center the cross hairs do not appear.

Hmmm... that's interesting. You will see in my Profile that my main editing computer also has an AMD GPU and thus also Catalyst Control Centre. Yet I don't get the cross hairs...

Hi Ken,
If anything to do with AMD is enabled the cross hairs appear, also noted that Customize Motion also does not work if AMD is enabled, so by disabling Catalyst Control Center and AMD Hydrovision both features work correctly.

glad you have found the problem to the cross hairs and thanks for the info regarding Customise Motion.
I am having some issues with that option (CM) and just maybe the AMD is also the culprit.
