I'm getting an unwanted effect whenever I resizing an image that has layers with transparency. Upon resizing an image; any layers with transparency gets nasty looking outline around whatever is in it.
I'm not a professional so forgive my ignorance. I don't know the jargon to help describe what's happening. the best way is by showing you screenshot of what I'm seeing:
Here's a image with a white (#ffffff) background layer. It has another transparent layer on top. In this layer I have put white text "hello world" and hand drawn three white dots.

As expected: all you can see it a white image. You can't make out where the text and dots are because they are the same colour as the background.
I then shrink the image using 'Image->Resize'. Afterwards I see this (using all resamples apart from pixel resize):

You can clearly see the text and dots because they have been outlined.
I used the example above to reproduce what I am seeing. But this outline appears if the background is transparent too. Or if it's a different colour.
What am I doing wrong? How can I stop this unwanted outline?
Thanks in advanced
