VBR on .mp4 files

I'm trying to understand why VideoStudio does not give VBR options for .mp4 files. It is available for formats like .wmv and I believe .avi.. However .mp4 files don't have that option at all

Try using the AVC/H.264 codec for rendering. It does have the VBR option.

When I got o Share > Create Video File > Custom

I see no AVC/H.264 I only see MPEG-4 and under its compression I see H.264-HIGH, however there is no VBR options anywhere.

Under Custom, set Save As Type to MPEG Transport Stream (*.m2t). Then in Options > Compression change the default Video Format to H.264 and tick the AVCHD box below that.

But then this format is not .mp4 and can't stream online, its sounding like there is no way to do .mp4 vbr. I also tried it and I don't get much of a range of bit rate to use, it only has the max, so file sizes are seeming to be pretty big.
