X5 won't restart

I am running Paint Shop Pro X5 on Windows 8.1. It works fine the first time I run it. But, if I exit the program. I am unable to run it again. The spinning blue disc appears for some seconds, then goes away and the program doesn't load. I have to reboot my computer to run it again.

First off, open Win 8.1's Task Manager (in Desktop view, right click on the Taskbar at the bottom of screen and select Task Manager.) Look down the first column (Processes) till you reach 'Background Processes and check to see whether PSP is still running. If so right click it and choose 'End Task'. I regularly find that either PSP or Video Studio leave the process running in the background, even if I think I have closed it. When this happens, it will not run again until the process is stopped. By rebooting you are also stopping the process, but it is easier using Task Manager.
