Try pointing the organizer to a folder without image files before closing PSP.
It isn't pretty but it should work

On top of the screen you see three tabs, Manage, Adjust, and Edit. Click on Manage.
There you'll see a directory tree with two tabs, Collections and Computer. If memory serves, the Collections tab is active by default.
There are a few folders there upon installation, including My Pictures, My Videos, Public Pictures and Public Videos (translating from Dutch here). My guess would be that either My Pictures or Public Pictures is active and has at least one image.
What you want to do, is click on, activate, a folder that has no pictures in it.
It's a older PSP quirk, opening a selected file from the Manager when the program opens or when you click from Manage to Edit tab. When you open the program, that's the first image in the folder that was active when you closed the program. Pointing the Manager at an empty folder, one without images, gives no image to open.
