I don't ever use HDR but here's what I know about how PSP works.
Open the HDR with PSP. If the file is opened with PSP Merge, then you should given the option to Edit or Save and Close the file.
Save and Close will create an HDR file. Edit will open the image inside the PSP edit workspace. You can then use "Save As" to save it as any file type you want. TIFF, JPG, PNG, etc.
You have to select "EDIT" to import the file directly into PSP for saving.

It is a bit tricky. So you select your multiple images, typically JPG or TIFF. You CAN select multiple RAW but its better to process the RAW first in my opinion.
Anyways, you then right clickey, goto HDR mode.
Select ALL your images, Align, Process. Skip the coloring in and out part unless you have some movement in the images that you need to deal with.
It will then process the HDR and bring up various HDR looks (6 different default templates) and you can customize various stuff.
There is a SAVE option here, but it saves as an HDR format. THis is so you could edit later on. You don't want that.
Instead, click PROCESS or whatever and it will then go to the next screen. This lets you Adjust the image like normal with brightness, etc. You probably shouldn't need to do any of this since you fiddled with the HDR-specific controls to get it right.
