I changed my operating system to windows 7, where unfortunately the program does not run corel print house.
Now I find myself with several files .cph, I tried using the corel draw but will not open them.
how to open?

That's a very old program now, and is not one we deal with in any case on this web board which is dedicated to Corel's audio visual programs not in the CorelDRAW family of products. Otherwise, I think it is more likely covered in one of the general forums you will find at https://coreldraw.com/forums/ though unfortunately, I have to say I cannot immediately see any reference to Print House there either.

I had some success opening Corel Print House 4 today -- Dec 18,
2015. I am running Windows 7 Home Premium -- 64 bit.
Yesterday, I installed the program from my Wizard of Oz edition
disc 1. I tried to open it -- no luck. The little square screen (showing Corel Print House --
Version 4 -- 1998, etc.) would pop up then disappear. I tried to open
an old .CPH file with it ---- by clicking on the file in its folder -- no luck.
Today I clicked on:
Start -- All Programs -- Corel Print House Magic 4
Then I right-clicked on Corel Print House 4 and chose
"Troubleshoot Compatibility". I tried the recommended settings first
-- that wanted to run the program in Windows XP (service pack 2) -- no
luck.
I clicked on Next. Then: "No, try again using different
settings". I checked the box for "The program worked in earlier
versions of Windows but won't install or run now." Next.
I chose "Windows 98 / Windows ME." I clicked on Next. Then I
clicked on "Start the program". It started, but many commands were
greyed out.
I clicked on "Open an existing project". "My Projects" was
selected (with a little black circle). I clicked on Next at the bottom.
I was able to open up four little "lessons" that came with the
program. But I could not open up my own CPH files!
Then I had an idea. I clicked on Start -- Computer -- C Drive --
Program Files (x86) -- Corel -- Print House Magic 4. There I saw a
folder called "My Projects". I opened it up and found Corel's four
little "lessons". All I had to do now was copy my files into Corel's
"My Projects" folder, which I did.
Well, at first, I could open up my CPH files, but I could not do
anything with them. I tried hitting CTRL and PRINT SCREEN at the same
time, and pasting that printscreen into Windows Paint. That worked --
I could crop the image and save it as a jpg file. But it seemed to be
low quality.
One last trick. I went back to the "My Projects" folder and
clicked on one of the CPH files. It opened up -- and suddenly Corel
Print House blossomed. All the commands were now available.
I was able to save my CPH files as JPGs. On the "Bitmap export:"
screen, I chose "CMYK Color (32-bit)" and I chose "300 dpi."
When you get a chance, on that Program Compatibility screen, click
on Next, then choose "Yes, save these settings for this program."
