Ajusting hue, saturation with a brush
I used to use an older version of Corel Paint that won't work on my Win 8.1. With it I could use a brush to finely adjust hue or saturation (blur etc.) to specific areas which was much more effective and efficient that trying to first select areas one by one and applying the adjustments. With a high transparency setting I could go over the area as many times as needed to achieve the desired effect. Is there a way to do this in Printshop Pro X6?

Yup, the Hue brush and Saturation brush exists inside PaintShop Pro X6.
On the toolbar just below the Paint Brush, is a button group with a bunch of tools like this. Right next to the tool is a down facing arrow. Click on this arrow to open the button group selection menu. You will see tools for softness (sort of like blur), Sharpness, Hue, Saturation, light/dark, burn, dodge, push, smudge, emboss, change to target, and color replacer tools.
