Okay guys this may already have been discovered but it appears if you actually delete the Messages folder, it will get the hint, recreate the Messages folder with a setting for you to be opted out. So far it's working for me, I'll update if it changes...

I deleted the Messages folder and of course it was promptly recreated. The frequency of popups is less, but they still appear from time to time. The "click here to disable this" checkbox doesn't work - The moment I click on it, the entire dialog disappears, without the checkbox ever getting checked. All:
I followed the instructions listed above, plus I did a few other things that, so far, at least, appear to have killed the messages & ads when I close out of PSP. Specifically:
0. I am using PSPX6 w/ SP2, on a Win7Pro 64b installation.
1. I deleted the messages folder found in C:\ProgramData\Corel\Downloads. That's the same folder that has the downloaded SP2 in it.
2. I deleted the messages folder found in C:\Users\[myusername]\AppData\Roaming\Corel\.
3. When I started PSPX6 again, it immediately created a new messages folder in C:\Users\[myusername]\AppData\Roaming\Corel\.
4. The new messages folder had in it a file named Message.policy. I opened that in Notepad (not wordpad). It contains the following:
"<?xml version="1.0" encoding="utf-8"?><policylist version="1">
<policy type="communication_option" value="opt-in" when="" timestamp="1408914219"/>
</policylist>"
5. I saved this file as .old, then opened the original and changed "opt-in" to "opt-out" (a guess), then saved it.
6. I use both 32b and 64b versions of X6 because most favored plugins don't work in 64b. When I open and then close both, I do not get any of those totally insulting suck-face ads.
BTW, I did not choose the firewall block route (Outpost Firewall Pro) because I want to be able to manually check for updates from within the program and that would prevent me from doing that.

I have not been pleased with Corel's handling of the program, to the point that I was convinced v12 was the last I would ever use, so I bought PSCS4, then CS5. I later test drove PSPX5 and found it as good as (and easier to use) than PS, so I hardly use PS anymore (clunky arrogant program). I just wish Corel would stop screwing with the thing and stop making me have to create a new workspace layout with every new version..... That and get rid of the ugly black interface - UGH!

I've made the same change. We'll see if it sticks.
BTW, you can change to a light grey UI in X6: View | Workspace Color | Light Gray. At first I didn't like the light color either, but I've become accustomed to it. I've seen high end shops where virtually everything in the shop (from UI to countertop, floor, walls and ceiling, not to mention all hardware and furniture - Everything) are the same medium grey color. I guess it skews color/value perception less than something brighter.

Also, thanks about the grey interface. That's what I use. I don't really mind it because I've been using the Windows classic interface since it was just what you got (win 3.1). For the same reason I use IvoSoft's Classic Menu (http://www.classicshell.net). I like things simple and unobtrusive--on my monitor anyway, though I'd be bored by a restaurant that looked like this. As for the black UI, it just doesn't offer sufficient contrast for my old eyes.

Yeah, I've been using Classic Shell pretty much the entire time I've had my current PC. It came with Vista (in 2008) and I upgraded to 7, but kept Classic Shell. I'm sure I'll stick to it (or something like it) if I move on from 7, but certainly no plans yet.
