Will Paintshop Pro 10.03 run on Windows 7 64 bit systems?

Yes, it will run. But it will be a 32 bit program with the memory limitations inherent to all 32 bit programs. In other words it won't get a boost from your 64 bit system, but it won't suffer from anything either.
