Changing all of a colour in a picture to another colour

I'm editing a 256 colour bmp files and I'm using colour palettes

It's using index 0 (R0 G0 B0) for the color black in my picture, but I need it to use index 172 (R4 G4 B4) for black because for my uses R0 G0 B0 is displayed as transparent. How can I change all R0 G0 B0 to R4 G4 B4 in a picture?

I've tried using the fill tool but it doesn't get all of the (R0 G0 B0) in the picture and leaves small pieces out, and runs the danger of changing colours that are not (R0 G0 B0) if I misclick

1. Choose the Eyedropper. On the tool options palette make sure the sample size is 1 pixel.

2. Right click (select as background color) on a pixel to be replaced (0,0,0). Zoom in if necessary.

3. On the Materials palette, or in the image, left click on the foreground (replacement) colour, or click on the foreground colour swatch and fill in the values on the popup dialogue (4,4,4).

4. On the Tool palette, chose the Color replacer tool. It's one of the many under one button, like lighten, darken, burn, dodge, smudge etc etc. Set tolerance to 0 on the options palette.

5. If you want to replace all instances of the color, just double click anywhere on the image. You can also adjust the brush size and brush over areas where you want the change made.
