Yesterday, I was using PSPX6 and it was not behaving as expected, and I was able to replicate the issue with the same image several times and with another one too.

1- start with a large image (I had one about 3000x4500 pixels) as a background layer
2- add a new raster layer
3- add some brush work
4- add a layer style (I added an outer glow)
5- since you cannot resize the image and have the layer style proportionally resized, merge down the two layers
6- Resize the image to something like 300x400 pixels.

In this case, I notice an extra black area around the resized image, or on top or on the bottom (depending on the image) distorting the image at the same time, if the extra black space is not on all four sides.

I tried with Merge visible and Merge all, and it does not do that.
It seems to happen only with a layer style applied.

Is anyone else getting the same behavior? if so, i'll report it as a bug.

No problems with XP and X6 16.0.0.113 (no SP1) with Merge All, or Merge Visible, but yes I do get it with Merge Down. So it is a repeatable bug. Original images were 5616 x 3744 and Merge All and resize to 300 pixels on longest side. Will test on Win 7 in about 7 hours. (have to get some sleep now).
So brush work on a transparent raster layer above a background layer then apply layer style - outer Glow and Merge Down and then resize produced the problem.

I'm getting the same thing and the size of the image doesn't seem to matter. It happens if you Merge Down all the way to the bottom layer. If you paint on three layers that are above the bottom layer, apply Layer Styles to all three and then Merge Down the top two layers only, the black border doesn't appear. Another way to avoid it is to Promote Background Layer before resizing.
