As I am checking things out, I read that you can have the Instant Effect palette open in the Edit mode of PSP. Great!
However, I am not getting ANY effect to apply to an image. I tried a background layer, and a raster layer, and I get nothing applied.
Is there a setting, somewhere, I might be missing?

Just experimented with that Instant Effects Palette in Edit mode. Thanks for bringing that up Cassel.
I have noticed that if I apply an effect then Undo that the scroll bar for the effects disappears and I have to drag/ widen the palette a little for it to reappear to allow me to select another effect.. (X6 [16.0.0.113] 32 bit on XP Home computer )
Anyone else experiencing this or was that solved with the SP1 and hotfix?

No, but one funny thing I noticed accidentally, is that if the Instant Effect palette is open and snug against the material while the Layer palette is floating, I don't have the option to dock the layer palette under the material palette where I usually have it. Just odd.
