I am very much of a newbie to using Photoshop, but would like to start experimenting with it seeing as I have had it for about 2 years. I have the X4 version and have only used it very occasionally and for very basic stuff. If I go into the Image/Resize and then alter the print size values according to the size of the Epson Photo paper i.e. 18 x 13cm and then click on the Actual size button, it shows a picture a lot larger than 18 x 13cm.
If I print it off, it only prints part of the picture. I use decimal values as I am not sure of inches etc. If I alter the pixel dimensions, it is a case of hit and miss until I find suitable values that can accommodate the size of paper in the printer. I find it very confusing along with many other things. Why doesn't the program allow you to resize according to the print values?
Please advise. Thanks.

I'm sure you meant newbie to PaintShop Pro (PSP) rather than Photoshop
I followed the steps you described for Resize and according to the ruler in Edit the picture was the size specified. Are you sure your ruler is showing cm and not pixels? Go to File/Preferences/General preferences where you can set the units.
If all you want to do is print a photo there is no need to resize. Go to File/Print Layout. The gear icon allows you to set print setup options such as portrait/landscape, printer settings such as paper size, etc. Once you have that the way you want it drag the picture into the print area and make any size adjustments you want.
I rarely use image resize; the one time is when submitting images to the photo club where the requirement is that the image be no more than 1024 pixels on the larger size.

Goes to show the sort of newbie I am to Paintshop. LOL! I have set the General preferences to centimetres. I use the pixel resize if it is for pictures to be emailed or posted on the web and no issue there. The only issue I have is when adjusting the print size with default being centimetres. If setting it to 13 x 18cm and then using the option "Fit to page" when I click print, I only get a partial photo as if I have used paper too small for the print area. In my previous reply I had forgotten about all the other times I've used resize such as to reduce the size of a file for emailing, to meet the size requirements when posting etc.
I had another look at what you had done. I resized a photo using 4x6 inches because my printer does not offer cm sizes and I wanted consistency. Everything looks correct in the print window. However, when I had used 300 dpi in the resizing only the upper left quarter of the picture printed. When I changed to 150 dpi for the resize the print was correct. This definitely seems to be a bug, but I'm not sure whether it is in the printer or PSP.
I then followed the procedure that I described in my earlier post, using File/print layout with the original photo with no resizing - the original is 127 cm wide at 72 dpi. The print came out correctly. PSP came through without a bug. No calculations or conversions needed.
