I want to change the colour of a picture frame (black) around the outside of an image and I am trying to use a (blue) from a 2nd image to do so. The 2nd image is an edited version of the !st image saved under a different name. PSPRo X .This is my work flow :-
1 Open 2nd image
2 Click the dropper tool on the 2nd image-the foreground colour in the met palette changes to that colour(blue)
3 Click on foreground colour box
4 Click on background colour box-wanted colour shows-OK.
4 Select flood fill tool
Then the foreground colour changes to white. Not doing step 4 ends up with white too.

Try these steps.
1. Open first image which has the frame you want to modify, image1.
2. Open second image, image2
3. Using eye dropper tool, click on the desired colour in image 2. This sets the foreground colour.
4. Select first image, image1, select flood fill tool. In tool palette of the flood fill select the match mode (none, color, opacity etc.) that suits your objective.
5. Click flood fill on the area to be changed.
I just did this on a frame that contained two colours and changed one of them using the color match mode. I hope this helps.

Also make sure that the All Tools box just below and to the left of your Background and Fill Colour box is ticked otherwise the colors will not be maintained when you switch to the Flood Fill tool

On clicking the flood fill toll on the black frame it did not change the whole frame to blue but did so in a series of lines and I kept having to re click.This gave an unusual effect of black and blue lines around the frame which is unique but is not the effect I wanted.Also, the blue colour is not constant around the frame. Try experimenting with the match mode and tolerance settings and perhaps, start with a different frame to get a feel for this. I suggest you try Patter 03 as the frame and color as the match mode, then a flood fill on the coloured part. Then do the black frame you have and see what the differences are. It could be that the black is inconsistent in the frame and the tolerance is set too low.

Also try using the magic wand tool to select the frame and this will show you where it is having trouble with uneven colour.
You can then change the match mode so that your magic wand selects all the frame and the frame only. (eg try brightness, colour, RGB to see which gives best selection along with different tolerances.
That way if you have a good selection, then you can set the tolerance in the flood fill, although these settings can also be chosen in the Flood Fill settings as MarkZ has already suggested.

And an alternative comes to mind:
- On the photo with the frame you want to change, select the frame layer and from the menu selection/select all. Marquee appears around outside of frame.
- From menu, selections/modify/contract. You can get an idea of how wide the frame is from the scale. In the window that pops up change the size of contract until the marquee is inside the frame and click ok.
- From the menu, selections/invert. Now the marquee shows the frame selected.
- select flood fill, match mode opacity, and fill with the colour you want.
- Selections/select none
