hello I have 960*544 mp4 video
data rate 1800 kbs
29.970 fps
i want to cut a portion of it and put the same data rate but the quality was not good
any suggestions please

Can you please explain a bit more what you did here? Did you render the video again after you made the cut? If so, how did you render it?i want to cut a portion of it and put the same data rate but the quality was not good
You need to note that 960 x 544 is a rather unusual frame size which Video Studio might have difficulty with. If re-rendering, I would use Share > Create Video File > Same As First Clip if Video Studio will allow it, If not, you would need to make a custom template using the same properties as your video clip (Settings > Make Movie Template Manager).

I made custom then I put same properties as my file especially the data rate which was 2000 kbs (this is what vs allow) but the quality was not the same do I have to increase the data rate in order to have the same quality and if I increase the data rate I will have same quality but higher size

What version of Video Studio are you using.?
If you are creating a Mpeg4 template you will not be able to User Define the frame size, so will not be able to set 960 x 544
However it is using 16:9 ratio so try 1280 x 720
From the Compression tab choose the Video Type to use H264 not M4V-SP
You can then increase the Data Rate which will increase the files size.
First set the Frame Size from the general tab
If you do require 960 x 544, which does seem a strange size then try using QuickTime with the MPEG4 Visual compression?

sorry again but there is no choice foe quicktime in save as and I have quicktime player on my computer

The simplest way to test this is to use the Share – Upload to Web – Youtube 16:9
Cancel the upload when render is complete.
That will use a MP4 template 1280 x 720 x 5000kbps. At approx 33Mb per minute
If you wish to reduce the data rate that will impact on quality, Create a template using either the Custom option or Settings make Movie Templates Manager.

sorry but the problem is why I should put a data rate of 5000 kbs while the source file has 1800 kbs and a 1 minute has below 33mb
