Advise for using filter -- flash of lamps

Hi there,

Is there any experience of using a filter or filters to edit (undo) the flash/stripes of lamps. I think something simular as undo red eyes...
This flashes exists when filming right into the lamps.
See example, to understand what I mean.

Unfortunately, there is no way off removing the light streaks. This is very common in low light shooting and is not a camera defect.
