Changing flood fill colour
I have an image with a gray foreground and want to change the colour. With the flood fill tool selected I click on the foreground colour box in the materials palette.I click on the colour frame, the colour momentarily shows but does not alter the colour box.Clicking on the rainbow tab displays a box with black to white gradient in it.This will change the colour box to any shade clicked on.Clicking on the swatches colour tab gives varying shades in the colour box or does not change the colour box.What is going on here and how do I get back to normal so that I can change the foreground colour as before? PSPro X

I tried to follow you but got lost because when I click on the foreground swatch in the materials palette the materials property box appears and you didn't mention that in your scenario. However, when all else fails resetting the workspace often cures a multitude of ills.
If you have made any customizations, you will need to first save your workspace. Next close PSP and then re-open it by holding down the shift key and double clicking on the desktop icon. When it asks if yo want to revert to factory default (or words to that effect) select OK.

Sounds like the image is a greyscale image.
If you go to Image -> Increase Color Depth ->
Is RGB 24-bit or RGB 8-bit available as options. I don't remember if PSPX still used the 24-bit name or not. But they're the same thing.

Sorry, in my haste I forgot to mention that the colour box does show on clicking the colour box in the materials palette but only gives options from black through to white. The image is grey scale and I am trying to change the colour of the foreground to blue from a dark gray .Increase colour depth available options are RGB 8 + 16 Bit .If I click
the mat pal colour box with no image loaded the normal colour choice box shows. Does this mean that in my ignorance I am trying to do something with a gray scale image that
cant be done -that is flood fill with a colour.
If this is the case can I achieve what I am trying to do another way?
(I know PSProX is stone age but I will upgrade when I move to Windows 7)

Just increase the color depth.
Greyscale images can't use color. If you increase the color depth then the image can use color.

The image you're using is an 8 bit grey scale image (256 shades of grey) so the materials palette shows only the grey scale. If you increase the colour depth to 8 or 16 bits per channel the materials palette should show you all the usual colours when you click on foreground or background.
