PSP X5 Reduces File Size?
I'm new to this, but have noticed that whenever I choose the "save as" command for an open photo file, the saved file is much smaller. Even when, for example, I name a picture and make no other changes, the file size goes from say 2.4MB to 640 or so. And these are jpeg to jpeg saves. I have to think this diminishes resolution and options for future edits. Is there a way change some save settings or something?

Well, anytime you go JPEG to JPEG some data is removed. It's a lossy format.
But you're correct, the default save settings for JPGs result in a higher compression. Some of that is discarded data, the rest is just compression.
To change these settings go File->Save As
In the Save As dialog you'll see an "Options" button in the bottom right corner. Click on that and adjust the compression ratio to a lower compression higher/quality setting. Now, the JPEG saving engine will probably still produce a file of a different size, that's just going to happen it's JPEG. But the change should be less dramatic.

Here is an image resizing control and you can use its free trial version to reduce or enlarge the image file size based on your own requirements. If you are looking for a way to resize image proportionally, you can try this image scaling library.
