Paint Shop Pro x4 Registration Pop Open

Everytime I first open Paints Shop Pro x4, the register me window pops up and I have registered already but it still wants me to register again. So I have and the pop up box goes white. I leave it alone for a while to give it time to communicate with Corel. I then close the box and the program starts. I also get another thankyou from Corel for registering my program. It says "register now to download your free corel kpt collection - a set of 24 creative plug-in filters ($99 usd value)" . However I have never received this package and don't know how to get it either. How do I turn off the Registration Pop up box as it is annoying???? As far as the SP3 update never ever able to finish loading; I right clicked the Paint Shop Pro x4 icon, and selected it to run as Windows XP, SP3, now the popup that says "Download SP3 Now" when I close PSP, no longer appears. It was very annoying too. I'm running Windows 7 Home Premium and bought the program a year ago along with my Dell Laptop.

I thought I might be able to fix the constant Registration Pop Up by going to the Tool Bar Help Button and register the program from there. The Help Button takes me to a blank web page and crashes my RoboForm app.
Is there a way to repair this phenomenon?
