Custom image brush... or whatever it's called. How to?

I don't know how to ask this of Google, therefore I am here.

It's something like a brush, only you start from an image. Like, an actual image, not a custom brush nor pattern nor shape (I've tried them all extensively, none do what I want).

Say that I want to start with this, and with the "solid image brush thingamabobber" that I want to do I mouse-drag it across... another image (sorry, I don't know my 'shop lingo, hence why I have so much trouble with Google) like I would with a brush, and this happens.

(I did that by CTRL+V'ing a couple dozen times, which is tedious and time-consuming; "brushing" that would have been so much easier and fun.)

Of course I'd love to be able to customize this... thingamabobber as much as I could brushes and whatnot, so I could end up with something like this. This is also why I don't want to just clone stamp or whatever.

All I know, is I did something like this with Jasc Paint Shop Pro about ten or so years ago, but never figured out how to do with Photoshop, Paint.NET, GIMP, etc.


Reason I ask is, I want to make a custom calendar for myself at Artscow (which requires you to give them very large images for each month). This and this (warning: anime) are my first two attempts for February (having no border between the images bothers me, plus it doesn't look very February-ish, *and* would look cheap and lazy hanging from my living room wall).

As you can see, putting normal brushes on an all-cartoon background is just... ugly.

What I want to do differently, is to add a border of cartoon hearts and other Valentine's Day related imagery to better match the rest of what's going on. And I want to do the same thing with every other month (for that month's holidays, seasons, and overall theme; I'm not going to make the WHOLE calendar all hearty-farty :P ).
