new system build around PSP requirements

hello

i'm looking at building a new system to better deal with my PSP / internet requirements. at teh moment i'm running a very old machine which siezes up at the whiff of a bitmap.

can anyone suggest a good, cheap set up to best increase RAM?

at the moment i'm thinking windows 7 64 bit + 10GB or more RAM. what would be the best m'board / processor / video card bearing in mind i want good speed for low price?
