Re: using effect brush for gautasian blur
Can you please confirm that "gautasian blur" is a typo for "gaussian blur"? If not, can you explain in more detail what you want to do?

Yes, sorry for the typo. I have had editing programs in the past that would let me "paint" with effects. What I want to do is to use a brush to apply effects. Thanks

Re: using effect brush for gautasian blur
There is a "soften" brush but I don't think it's a gaussian blur brush.
In PSP the closest we can offer is masking.
First duplicate the layer that you want to blur.
Then apply a gaussian blur of a particular size.
With the blurred layer selected, go Layers -> New Mask Layer -> Hide all.
This will create a group layer with the mask and blurred layer. The result is the blurred layer is hidden.
Then grab the paint-brush and set the foreground color to white. Lower the opacity for gradual painting.
With the mask layer selected, begin painting in the effect.

Tell you what I'll do. I'll make a quick tutorial showing the method I suggest.
In the mean time here are two old, therefore not the best, tutorials on the Materials Palette and selecting color.
Materials Palette - http://www.youtube.com/watch?v=m9GEAvbcWi4
Materials Color - http://www.youtube.com/watch?v=luVHXaurbqg
EDIT:
Okay very bad tutorial. http://www.youtube.com/watch?v=s98CO5_8Mvs

Re: using effect brush for gaussian blur
Just tested following Levifictions method and works perfectly.
Shellfish68 select brush, change the foreground color to white (if mask layer is selected you only have choices of black white and shades of grey. You select the coulurs / white using the Materials palette. F6 to toggle the Materials Palette on and off.
