how to create a hot spot on a graphic in PSP 5x

I have a jpg image that has text on it. I want to create links in three text area that are website URL'S can this be done. I have read a few posts here but not able to locate the image MAP tab...maybe that is in another version....
Can anyone help me.

Go to your FIle menu and select

File->Export -> Image Mapper

The Image Mapper dialog will pop up. In this dialog you can setup squares, circles, and polygons as hotspots on the image. You can give each cell a particular URL to go to when clicked.

When you've finished you can click on "Save As" and it'll produce the necessary HTML code for use with the image map.

Ok I went to export and image mapper but ROLLOVER is NOT enable...looking around to enable it but haven't found it yet. So I am not able to select my text.
can you tell me how to do that?
