Most often I have multiple objects on the transparent layer but only wish to rotate selected objects from that layer rather than the whole layer.
I mainly use PSP to create textures for 3D models so am working with many layers to build up my final textures. Each layer will also have many objects on them.
Rotating selections in X6 ?

Ok from what you have indicated you have something like a group of stars on a transparent layer above an image.
I have set up some vector stars on a transparent layer on top of some corrugated iron shed as shown in this first image.

In this case each of the objects can be rotated separately with the pick tool and distorted sheared etc without producing a new floating image. No need for the selection tool here. This is the easiest to do.
The second image has the vector layer now converted to a raster layer.

What you need to do now is
1. Use magic wand tool with selection mode opacity, and contiguous ticked and select the star as shown.
2. Right click copy, then hit the delete key and Selections none .
3. Right click Paste as new layer and then rotate, shear etc with Pick tool .
4. You can repeat this with the other stars if required.
5. Lastly merge all or merge down .

Thanks for the additional suggestions. Problem I have with this technique is that when you paste to new layer it paste objects in the middle of the canvas instead of where they were located originally.

Just need to do a layer merge down after rotating.Personally I love the versatility of a floating layer.
Okay I may have an answer for you.
PaintShop Pro does do what you want, but not in the most intuitive way.
1) Make the selection
2) With the selection tool still active click once inside the selection you just made. This will float the selection and it'll erase the content beneath it.
Using this method instead of the pick or move tools will solve your duplication problem. On Background layers it'll fill in the selection with the background color from the materials palette. With a raster layer it'll just delete the area leaving it transparent.

Gee some people keep changing the goal posts don't they.
If you have the object on its own layer and want to maintain its position, then use the paint brush to paint diagonally opposite corners, Paste , then use eraser to remove corners. Object is now in same position. I discovered this while trying to use the object extractor to place a number of objects around a central piece.

PSP could use a paste in place command, maybe X7 ?
