I might be a bit late to this, I tried reading through the entire thread. I'm not fussed about the colour of the workspace and am not having any issues with pallete edges or anything, but wondered what the problem about the top area of the screen was all about. I realise that it's a tiny bit bigger, so I think it's perhaps because I don't use PSP in the same way as many. I have it set as default to open in the "Edit" tab. I don't use the other tabs much so I just go full screen "Shift+A".
If you want to start PSP that way you could just do a quick script. i.e: record the "Shift+A" keystroke and save it as Full_Screen.Pspscript then make a shortcut.
"C:\Program Files\Corel\Corel PaintShop Pro X6 (64 bit)\Corel PaintShop Pro.exe" /Script "C:\Users\<username>\Documents\Corel PaintShop Pro\16.0\Scripts-Restricted\Full_Screen.PspScript"
(Note: I'm using Windows 8 - 64bit - "Documents" might be "My Documents" on other machines)
I've done this sort of thing in the past for other things, but to be honest, Shift+A is so easy I wouldn't bother for myself.
