and welcome to the forums.
The FX library can be opened by selecting the FX icon to the right of the preview screen
Video Pan & Zoom would do what you want.
Drag to your clip
Double click the clip to open the “options” panel
Customise—will allow you to set the Pan & zoom areas.
Picture –in – Picture filter can also do that and more.
