photo layering/mashing

I want to take 2 photos and put them on top of each other. Kind of layer them. Is there a free program for this with out using photo shop?

Layers in graphics programs are kind of a staple now. Sure there are a few that still don't use it but most do.

Here are a few of my favorite free editors that support layers.

Paint.net
Gimp
Pinta
Krita - Unstable on Windows Windows Download

Inkscape - Actually this is a vector program with very few photo effects available, but it has layers and you can put two images on top of each other.
