I am having problems using VideoStudio 15 to convert a PAL-based file to NTSC.
What I want to do is lengthen the video and to lower the tone/pitch with it (from 25 fps PAL to 23.976 fps NTSC, pull-down style).
Could you please guide me in this?

I presume you are referring to the pitch of the sound. Can't be done because the sound is digital so will retain the pitch but you can stretch the audio line to match the video, all that happens is that the sound slows down or speeds up. To do this Press the Shift key and them click on to the end of the audio line, push or pull the line to match the end of the video.
To change the pitch you may need to lift the audio as a file and put it into a sound editor such as Audacity.

I am also a little unsure of the terminology “Pitch”
If you wish to convert a Pal video using 25fps to 23.97fps then use Settings Make Movie Templates Manager to create a suitable template.
I assume you are working with HD video, then use the Transport Stream option, 23.97 fps should be available.
Converting from 25 to 23,9 will effectively remove one frame per second, I doubt if you would notice this.
Can you give the full properties of your original video file, with the clip in the timeline, right click and select properties, what are they?
