Is there an easy way to simply reverse colors in a two color jpg? I have checked all the help lists and searchs but can't find an answer.
It is an existing jpg, not one I originally created but have been given permission to use.

That only works if the two colors are Black and White - which is the most likely.
In the unlikely event that the colors are two different unrelated colors that Negative Image won't properly switch. Then try something like this.
If there are no smooth pixels, pixels that represent a transition in color between the two main colors, you can use the magic wand tool with Contiguous turned off to select one color and promote the seelction to a new layer. (Selections -> Promote Selection to layer)
That will separate one color from the other. Then you can just use the color replacer tool. http://www.youtube.com/watch?v=B9DqLjA57_o

OK, I found a way that works even if there's a blended transition between the two colours.
Given this original image:

Uploaded with ImageShack.us
1. Create two new raster layers.
2. Using the Eyedropper tool and the Flood Fill tool, fill the lower raster layer with one of the original colours, and the upper raster layer with the other colour.
3. Add a mask layer to the upper raster layer, showing all.
4. On the original image layer, use Selections...Select All (Ctrl+A).
5. Copy that selection to the Clipboard.
6. Switch to the mask layer, and use Edit...Paste Into Selection. Your layers now look like this:

7. Apply an Adjust...Brightness and Contrast...Levels adjustment to the mask layer with these settings:

I sent a thank you earlier but haven't seen it post yet. I wanted all of you who have been commenting that I really appreciate the prompt attention!
Because the graphic was black and white I was able to do the reversing. So that was good. I am also enjoying the discussion on the other options and what they can do. I will save all the notes so I can refer to them when I need them again!
